1. First , Download hair style brush from below

How to load or install this brush in Photoshop..??

Go to photoshop… Edit>Presets>Presets Manager>Select brushes from the menu and then add your brush using the ‘Load’ button.

Now Go To Smudge tool to create hair style

Select this brush…

Now create hair style as you want…
